In 1909, a group of County Highway Superintendents met in Saratoga Springs, New York. CECThe Continuing Education Consortium (CEC) was formed by the New York State County Highway Superintendents Association, Inc. (NYSCHSA) in the Spring of 2004 to provide accredited training and professional development programs to all industry professionals involved in the building and maintenance of New York's highways and bridges.
