Training Program:

Monday, August 30

9:30 – 10:30am Can't You Read the Sign

Presenter: David P. Orr, PE, Cornell Local Roads Program

Since 2007, there have been numerous changes in traffic control standards as defined by the MUTCD. This session will discuss what signs and other traffic control devices do and the critical changes in the last few years.
10:30-10:45am Coffee Break
10:45-11:45am Traffic Management – State of the Practice
Presenter: Tom George P.E., Executive Director, Niagara International Transportation Technology Coalition (NITTEC)
This presentation will discuss the many aspects of comprehensive traffic management practices including construction coordination and associated traffic management plans, incident management, intelligent transportation systems and traveler information.

1:15-2:15pm EPA Compliance--Vehicle Maintenance Shops

Presenter: Arpad Kolozsvary, REM IH, Branch Manager for Popli Design Group

This presentation will identify EPA compliance violations at the municipalities vehicle maintenance shops; prepare and implement best management plans to comply to the regulations. In addition Arpad will provide solutions for handling waste oil, installing oil water separators, and UST and underground storage tank management.

National Environmental Policy Act (NEPA) requires and FHWA is committed to examination and avoidance of environmental impacts when considering approval of proposed transportation projects. We'll examine those environmental considerations in detail.

4-5pm Disaster Recovery

Presenter: David L. McCoy , Co-presented by David Rivet (Cattaraugus Co.) and Gerry Sentz (Erie Co.)

This presentation references the August 2009 Flash Flood Event in Erie and Cattaraugus Counties and discusses the weather event that caused the flooding and the linkage to recent climate change studies that predict WNY is likely to experience increased occurrences of high-intensity precipitation events. This presentation focuses on the coordination of recovery efforts by Erie and Cattaraugus County Departments of Public Works, affected Towns and Villages, FEMA and SEMO. The presentation provides an overview of the implantation of FEMA approved disaster mitigation planning, mutual aid agreements that were of critical importance during the recovery effort. The emergency response and recovery effort in the severely impacted Village of Gowanda is examined as a case study.

8:30-9:30am Diverging Diamond Interchange

Presenter: Lorenzo Rotoli, P.E., PTOE, Traffic Manager Fisher Associates, P.E., L.S., P.C.

Planners and Engineers are facing the challenge of finding new ways to mitigate traffic congestion. The Diverging Diamond Interchange (DDI) is a unique concept that requires traffic on the non-freeway road to briefly drive on the opposite side of the road between the diamond ramp intersections. Once on the left side of the arterial roadway, vehicles can turn left onto limited access ramps without stopping and without conflict with opposing through traffic. The DDI is a creative and innovative solution that increases safety, decreases congestion, and minimizes the cost of new infrastructure by reducing the footprint.
This presentation examines how real-time 3D virtual modeling was utilized to build credibility and consensus, facilitate the public involvement process, and allow interactive navigation within the proposed project.
